Is the Congolese army getting better?

Fighting has cooled between the M23 and the Congolese army––after almost a week of fighting, the front line has been calmer now for the past three days. The Congolese army has been able to advance and retake some ground, and UN observers and journalists on the ground suggest that their performance has been better this time than during the November fighting, when Goma fell. (However, the reports that the UN is holding the army back appear to be bogus; Congolese officers told me the reason they hadn't gone on the offensive was Kinshasa hadn't given them the order.)

If the Congolese army is really performing better, then why?

"This time, the logistics are much better," a UN official who works closely with the army told me. "The salaries are being paid, the supplies are getting to the front line. They still overreact and waste too much ammo, but there are a much better fighting force." When I asked a senior Congolese intelligence officer, he confirmed this, saying that General Francois Olenga had been making an effort to make sure supply chains actually function.

Both sources agreed that the departure of dozens of senior officers to Kinshasa––where around 120 officers have been sitting around in hotels in January, ostensibly for training seminars, but in reality awaiting redeployment––helped, as well. "These officers had been embezzling funds and running parallel chains of command. Their departure has simplified the military hierarchy." The Congolese intelligence officer argued: "Some of these people had been in collaboration with our enemies. Getting them out of here helped."

In addition, the army is now giving more prominence to the commando battalions, the 321 and 322 trained by the Belgians (a third is currently being trained in Kindu), the 391 trained by the Americans, and one by the Chinese (on the northern front line in Tongo). During the operations last year, these battalions had been mismanaged by the military hierarchy, which dismantled them, sent them to areas where there was little to do, and "sabotaged them by sending them into battle without supplies or knowledge of the terrain," according to one Belgian trainer.

The retirement of 322 colonels and generals in a July 7 decree also simplified things, although none if any of these commanders were on the front lines.

Of course, the problems of the Congolese army are far from over. As argued here before, the real challenge of army reform lies in tackling the culture of patronage, racketeering and impunity that undermines military discipline and any sense of hierarchy in the armed forces.

Things won't change overnight with DRC military management. All nations/organizations learn from past mistakes and the process can be slow.

Speaking to Congolese suspicion/frustration over the UN and the International Community involvement with DRC crisis, the following facts are worth mentioning:

1. After over 10 years of UN presence in DRC, the outcome is at best disappointing, if there is anything to show at all. In contrast, things have gone very fast with Mali. We Congolese question the willingness of all these "stakeholders" to address the situation.

2. There is an intentional and conflicting interpretation of UN RES 2098 between the mandate, which calls for the disarmament of all negative forces(offensive role), including M23 and the activism of some NGOs as well as Mary Robinson who are trying to water down the brigade to a dissuasive role.

3. Congo people have suffered enough and swift actions, including force, must be taken to end this terrible tragedy. The people of Congo are understandably running out of patience, as the recent demonstrations in Goma have indicated.

Now if your sources are telling you that the
UN has nothing to do with the decision of Kinshasa to stop the current offensive North of Goma, that's good to know.

It was obvious for a while why the Fardc was not performing well. Now that the gov decided to keep it simple results are followed. Apparently Rwanda is trying very hard to establish that Tanzania and Congo are colluding with Fdlr maybe to justify a showdown.
I was selling general Olenga short but apparently he is acting more responsibly than Tango 4(la poisse).
We still should be careful,those people won't give up that easily.

Hey Jason,

Just wanted to say presenting the slowdown in fighting as a Kinshasa decision alone, without actually trying to look at the context can be misleading. I say this because, in the past, some have accused Kinshasa of discouraging and giving counter-orders to officers on the front line which led to shambolic retreats and embarrassing falls of many strategic positions.

Based on Col M Ndala recent interview and conversations I've had with many FARDC officers involved in recent fighting, it seems the slowing down in the progression is due to tactical as well as diplomatic hurdles.

1. Tactical hurdle if operations to recover most of Kanyaruchinya, Mutaho, Munigi, Muja, Kibati etc... were almost straight forward, the same cannot be guaranteed beyond Kibati, Kilimanyoka in order to capture Kibumba which is a kind of next important point beyond Kibati. This is to do with the fact that beyond Kilimanyoka, M23 has its most robust positions on the border with rwanda. If you check on the map, you can see that the on the Kibati-Kibumba (South-North) axis, the terrain is almost impossible on the West flank due to Mount Nyiragongo and the Virunga park wood/forest/bush however, the east flank on the rwandan border, the terrain is operations friendly and this is where M23 has most of its positions. Targeting M23 positions on that flank will lead bad targeted strikes to land on rwandan soil (Kabuhanga, Kasizi etc.) so one needs to be very careful to mount any operation on that east flank between Kibati & Kibumba knowing rwandan willingness to use any excuse to hamper FARDC momentum.

2. Diplomatic hurdle is linked to the Kampala talks and the irritation of rwanda anytime M23 seems on the back foot. Part of what the regime in rwanda can do is easy to guess when you remember that this same place (Kabuhanga & Kasizi) has often been the game changer of the many confrontations FARDC has had with M23 on the Goma-Rutshuru axis. As for the Kampala talks, DRC risks to overplay his hand if it shifts it focus more on the military option than the other two (diplomatic and political).

I think it is important to keep the context in mind when presenting some of these interesting facts.

I agree with both bros Elie and blais.like Elie just said, the congolese peoples or the FARDC shall needs to work with the UN but after what we have experience for the last 10 or more years ,it will be very naive for the congolese to trust the UN or the so called IC.without the endless sabotages the FARDC would have finished this mess long ago .I don't expect miracles but with Rwandan spies out of the way I expect the FARDC to give the long overdo victory to the Congolese people very soon. I also agree with blais .I don't expect Rwanda to easily give up its barbaric bloody involvement in The DRC.but unlike many people on this blog ,I do not consider that PAUL KAGAME's tribal militia to be a strong army.with their spies and informants out of the FARDC, that militias will soon be crashed.

Wonderful perspective from everyone. I don't have much to add other than some more general points.

UN: I think the primary issue with UN forces now and in the past in DRC is the lack of resolve of the int'l community (specifically the US, but others too) to whole-heartedly push for real change in Congo. This lack of true effort (for whatever the reasons) absolutely creates a culture of lack luster initiative.

FARDC: We can evaluate the ups and downs of Congo's fighting force, but the primary problem remains that this army, run by this regime is replete with the problems Jason mentions in his last sentence. We must consider if it will be possible for FARDC to ultimately do the right thing. Can you mold a moral fighting force that serves the people out of the current make up of the army? The moral underpinning of FARDC is the core issue, not effectiveness on the battlefield.

All of these issues dance around the fundamental guiding principle of global interaction with the Congo: The world community is willing to accept less for the Congolese than they would for themselves. Much less. This phenomenon dictates everything the int'l community does and doesn't do. Until this changes, we are unlikely to see strong initiatives.

OFF TOPIC: If anyone (Rich, Blaise) has any ideas of who I might hit up to partner with Panzi Hospital, I would love any suggestions. Energy issues making some headway, but need partners to complete new transit center. Trying faith based groups, but any ideas welcome! Aksante.

Fardc morale is not a problem,really. They are willing to fight but are discouraged by perceived treasons from the high command.

Any news of our army doing well is to be welcome. Hopefully, the army will be able to hold on to the territory they are regaining. However, we still need to work out a formula which would enable us to have a strong army capable of neutralising any armed rebellion, better still, an army that is a credible deterrent. Congo as a nation has to decide what to do so that the army is not politicised, ie., a situation wherethe the national army or some of its components cannot be used to defend one group, or the other. If we have 142 "territoires", our soldiers should come from all the "territoires". Also, the actual fighting and professional army should not exceed 30,000 soldiers. The maximum we should have is 50,000 soldiers. We should look at the 7 years rule as was the case wih the colonial army. Finally, national service should also be re-considered.

A leading opposition politician in the Democratic Republic of Congo is seriously ill in prison, his wife says, and not receiving the treatment he needs. Human rights organizations and a worldwide lawmakers union have called for the release of Diomi Ndongala but his wife Patrizia says the authorities are not listening. Last year Diomi Ndongala was the architect of a plan to unite opposition parties behind a common program. On the day this program was due to be signed he disappeared and authorities said he had fled justice.

The previous day they had issued a warrant for his arrest on charges of raping a minor.

Three months later he was found by the side of a road at midnight, in poor health and needing surgery. He told media he had been kept in a secret jail. This year he was arrested in April on the same charge, for which he has never been tried, and a few days later another charge was added, of plotting to assassinate President Joseph Kabila.

He is now in Kinshasa’s central prison where his wife Patrizia says his health has quickly deteriorated in the past three weeks.


She said he is practically unable to move, has high fevers and is vomiting frequently and the only treatments he is receiving are aspirin, anti-fever injections and painkillers, in excessive doses.

Irregularities alleged

Patrizia said there are several irregularities about his arrest and detention.


The most serious, she said, is that the Supreme Court has ruled three times that Ndongala should be kept under surveillance at his home, and yet the state prosecutor is refusing to apply the ruling.

She said the prison doctor has said he should be transferred to a hospital, and the prison director has said Ndongala is not his responsibility as he is supposed to be under house arrest.

Patrizia Diomi added that a few weeks ago a delegation from the Inter-Parliamentary Union, a worldwide federation of lawmakers, visited the DRC state prosecutor, to ask why Ndongala had not been transferred from prison but he could give no explanation.


In reality, Patrizia Diomi said, this is not a judicial matter, it is all about politics.

The Congolese human rights organization Voice of the Voiceless said last year that the man who claimed to be the father of the girl Ndongala allegedly raped was not in fact her father and had recently been convicted for blackmail.


The African Association for the Defense of Human Rights has described the accusations against Ndongala as relentless persecution. And an all-party group of British lawmakers has described the charges against him as a political ploy to intimidate the opposition.

@Rich: Agreed, there are serious tactical and diplomatic concerns. And while I think that we should get more serious about the diplomatic approach (Kampala is still not taken seriously by Kin), the FARDC have time and again been plagued by serious internal problems. One of these has been a lack of strategic planning, which has prevented them from taking the offensive––almost all of the fighting has been reactive and defensive.

I agree it has been almost 20 years that FARDC has been completely reactive if not over-reactive rather than proactive in its tactical approaches. FARDC never capitalized on the surprise effect to storm the enemy etc. Some of these could also be thwarted by the less homogeneous "nationalist" units which still constitute the bulk of most units deployed in east.

As for Kampala, one needs to admit that it's not an easy one. I say this because, the idea of fighting or indeed crushing the M23 is very very popular in DRC or even to Congolese as compared to negotiating with them.

My take is Kinshasa is now more with SADC than ICGLR and we know that the current negotiations format was drafted by the ICGLR which in the eyes of many in SADC has simply become a Ugandan & rwandan resonance box.

Until these two regions agree to stop the ongoing hypocrisy, these negotiations will continue to stall. I fear that arrogance from Kigali is not helping. Tanzania is already thinking on closing its ports to rwandan arms! If Kenya could have a similar approach in coercing key players in the region maybe those negotiations will cease to be the distraction they have been so far.

I just cannot see what is wrong with integrating M23 commanding officers on a one by one basis! This is the only aspect which can make these negotiations different from the ones that have led to current complications.

We all know that this war is between Congo and Rwanda. the M23 is made up of 90% of the Rwandan soldiers and the getting 100% instruction from the Rwandan president. then why should the Congolese government negotiate over it own territory. The Kampala talks should have not been held in the first place. Congo must keep building a strong and effective army in order to protect it territory and it people

@Blaise. I agree regarding Rwanda / Tanzania but I can't for the life of me figure out the Rwandan position. Rwanda specialise in Batshit crazy but Tanzania have been reasonable in their suggestion that a dialoge needs to happen with FDLR.
There position on this vrs. The talks in Kampala ( as pointless as those talks are) is just stupid. Mu gut feeling is Rwanda have decided the world is stupid and can be ignored something that in a social media age is astonishing.

I don't think that RWANDA feels powerful because they know. How weak and vulnerable they are .I totally agree with H Stewart. after fooling the world for 2 decades and getting away with the worst war crimes and crimes against humanity ever witnessed on the African Continent ,RWANDA now thinks that the world is stupid.unlike MUSEVENI who is a more smarter and reasonable tyrant who is more likely to seek a peaceful solution with the more moderate wing of the ADF etc.someone has to be a fool to think that a ruthless and reckless PAUL KAGAME will ever think about a peaceful solution to anything.PAUL KAGAME will never negotiate not because he is strong but because he believes in his lies and thinks that the world is stupid for putting up with him for too long and believing his lies.I think TANZANIA understand this .president KIKWETE asking KAGAME to negotiate was just some kind of provocation .TANZANIA knows how weak RWANDA is and they have said it many times that they won't be fooled by RWANDAN lies .PAUL KAGAME's tribal militia can be completely crashed by the more powerful TANZANIA ARM forces at any time and that's the reason why the TZ have worn the M23 (RPF) to stop fooling themselves and stop making stupid traits.

Kagame, Kagamists and “l’illusion de grandeur”

What can explain the fact that nowadays Rwandan rulers “threaten” everyone in Africa ? Remember how Kagame attacked Ambassador Carson after he advised for a fair trial of Mrs Ingambire. Remember how Kagame attacked Mugabe for lack of democracy in Zimbabwe (believe it or not). Remember how Mushikwabo verbally abused SA leaders on gen. Kayumba issue. Now the height of folly is that recently Kagame threatened to “kill” TZ President Kikaya for suggesting a “global political solution” in the region (http://www.jamiiforums.com/jukwaa-la-siasa/483746-kagame-tells-kikwete-i-will-hit-you.html).

Question is : why has African leadership stooped so low? Where is the famous African Union to at least bring some sanity and decency to the Rwandan junta? Africa of greats Nkrumah, Lumumba, Nyerere or Mandela has now become Africa of “thugs” like Kagame who publicly threaten to “kill” other African heads of state as they did Habyarimana or Ndadaye!

Forget “the int’l patronage”, just what has KagameRwanda achieved yet to warrant this arrogance? What “real war” have they won yet? Is this arrogance cultural? Or does Kagame think that everyone in Africa envies his handsome figure of a Tutsi-hunk? Reading Rwandan-Tutsi media on the internet reveals just how the fellows have a “contrived fairy tale” of themselves. They all seem convinced that they “own” violence, bravery and discipline. They are “bulletproof” and other myths…

A long-lasting peace in the region requires “regime change in Kigali”. All these Tutsi- dissidents, these regular grenade blasts in Kigali are a prelude to that. Peace loving nations like DRC, TZ and others should have a plan to this end!

Unlike in IRAQ they will be no insurgency in Rwanda because more than 85% of the population will volunteer to work as informants for the liberators.
That's the only way to silence this impoverished bullies because cutting handouts sims to be not very affective .someone needs to show KAGAME and his bloody JUNTA how weak they are.

I got what you mean, maybe you right. I just gave the impression I was left with when interacting with some Rwandan. They genuinely believe that they are powerful and the world fear them. In this regard they don't see why they should dialogue with the fdlr. Beside,they hold crunches for a long time. They will still remember that some fdlr killed their keens.

But seriously, Plz don’t mind those soft-speaking enemies! DEBOUT CONGOLAIS! I repeat it again: sloganeering, dishing out anecdotes or pumping chests on Internet is “anonymous”. Reality of “real war” is REAL (excuse my tautology). They tell you that Kagame and Kagamist Tutsis say they are “invincible” bcz of blah blah… Well, the only time Kagame troops (RDF) met “real army”, war-hardened troops: the Angolan troops in Congo, u guessed it: they LOST SQUARE. It took Uncle Sam to plead with Angola to grant surviving RDF troops a “safe way” back home to Rwanda. This is a FACT and not an anecdote on Internet!

About the current happenings, my view is that people are confounded by the “valiant FARDC” and just bitter (as Tresor puts it). The “new look FARDC” who routed the enemy OUT of Mutaho, Kibati or …, sent them to the “drawing board”. All I know is that recently the “valiant FARDC” didn’t in anyway retreat bcz of “ghost orders” and “spies” . They went all the way to Kibumba. I understand RDF/M23 are now planning to launch a major attack on Congolese people! Well don’t worry, “man always lose when he does it ,not out of necessity (1994), but for the gallery (Kivus 2013-14 to prove a point of invincibility). Ask Hitler (Russia) or S. Hussain(Koweit) ”.

To FARDC I say: the enemy is “weak”.Its all threats and propaganda on Internet. While they are reveling in imaginary “glory”, probe their “weaknesses” fully. We all have some. Improve on your “own”. Most of all, work on a “war of attrition” for long haul.

Yes i agree .they are so used to their own lies and propaganda ,It's now becoming almost impossible for them to face or admit realities.
